		<description>Thanks to both of you for your comments. Yes, this does seem to be a true win-win-win situation where the utility companies get lower costs due to not having to build new plants, and businesses get needed cash, and all of us get cleaner air. I hope for more market-based environmental programs in the upcoming years.</description>

		<description>Isn&#039;t it astounding what groups can do when they put some effort into it?  I love seeing rewards like this for conservation.  Of course, when you think about it, there is a daily reward not just in their pocketbook but for the world as well, and hopefully through programs like this, companies will see these benefits and make them more of a routine practice rather than the anomaly.</description>

This is a much better policy than government mandated solutions as the improvement is based on participation, not compliance.</description>
